1、 Overall objectives
In accordance with the principle of "measurement and management coordination", the ecological and environmental departments have adopted on-site assessment, spot testing, and comparative monitoring to strengthen assistance and guidance for self monitoring by pollutant discharging units, further compact the main responsibilities of pollutant discharging units, improve the quality of self monitoring data, and provide accurate and reliable monitoring data support for environmental management.
2、 Implementation principles
The measuring tube cooperates to form a resultant force. Local governments should carry out assistance and guidance work in combination with the principle of "double randomization and one disclosure". The monitoring and law enforcement departments should clarify their division of labor and cooperate closely. The monitoring department is responsible for on-site evaluation and monitoring of the self monitoring situation of the pollutant discharging unit. The law enforcement department is responsible for inspecting the operation of the pollution prevention and control facilities and the automatic monitoring facilities of the pollutant discharging unit, and making corresponding records.
Fast handover, and any violation will be investigated. During on-site assistance and guidance, if any evidence of fraud is found in the monitoring institution, it shall be promptly handed over to the local ecological and environmental department; After the completion of on-site monitoring, the monitoring agency should promptly analyze the samples and issue a monitoring report, and submit the monitoring report to the local ecological and environmental department within 3 working days. The local ecological and environmental department should further investigate and verify, and file a case for suspected violations in accordance with the law.
Clear responsibilities and responsibilities for compaction. Establish and improve the responsibility traceability system of "whoever counts is responsible, and whoever signs is responsible". Enterprises are responsible for the pollution discharge status and automatic monitoring data, and environmental monitoring institutions are responsible for the monitoring reports issued by them.
3、 Object Scope
Pollutant discharging units that have obtained pollutant discharge licenses before December 31, 2019.
4、 Help and guidance content
In accordance with the General Principles of Technical Guidelines for Self-monitoring by Pollutant Dischargers and the Technical Guidelines for Self-monitoring by Industrial Pollutant Dischargers, the focus is on evaluating the consistency of the self monitoring scheme specified in the pollution discharge license with the relevant technical guidelines for self monitoring; Consistency between the implementation of self monitoring by the pollutant discharging unit and the self monitoring plan; The compliance of self monitoring behaviors with relevant monitoring technical specifications, including the standardization of self conducting manual monitoring, the compliance of entrusted monitoring, and the standardization of installation and maintenance of automatic monitoring systems; Timeliness and standardization of information disclosure of self monitoring results (see Annex 1 for details).
Local ecological and environmental departments at all levels should urge pollutant discharging units to strengthen the self-evaluation of self monitoring systems and improve the standardization of self monitoring in accordance with the requirements of the self monitoring technical guidelines and the items specified in the pollutant discharge license. The provincial ecological and environmental departments are responsible for organizing assistance and guidance within their respective administrative areas, and reviewing the self monitoring and evaluation of pollutant discharge units of the municipal and county ecological and environmental departments. The Ministry of Ecology and Environment is responsible for organizing assistance and guidance nationwide, and verifying the implementation of audit work by provincial ecological and environmental departments.
5、 Timing
(1) Local Ecological Environment Department
Before the end of October 2020, various provincial ecological and environmental departments will organize municipal and county ecological and environmental departments to carry out self monitoring, evaluation, sampling, and comparative monitoring by pollutant discharging units in accordance with the requirements of the 2020 National Ecological and Environmental Monitoring Plan and the principle of "random time and random object". In principle, the number of assessed pollutant discharge units in each province shall not be less than 10%, and the number of sampled emission units for exhaust gas and wastewater shall not be less than 100. On this basis, eight provinces including Hebei, Shanxi, Jiangsu, Zhejiang, Anhui, Shandong, Henan, and Shaanxi shall increase the number of sampled emission units involving VOCs emissions to not less than 100; Meanwhile, comparative monitoring shall be conducted simultaneously for the pollutant discharge units installed with automatic monitoring equipment, and the monitoring items shall be determined by various regions according to management requirements. By the end of November 2020, the implementation situation (see Annex 2 for details) will be submitted to our department, and the relevant results will be announced to the society.
(2) Ministry of Ecology and Environment
The Ministry of Ecology and Environment has entrusted the China Environmental Monitoring Station to establish an expert group for specific implementation, with representatives from various river basin ecological environment supervision and management bureaus serving as team leaders. From August to September 2020, provide assistance and guidance on the self monitoring of VOCs emission units; From September to November 2020, provide assistance and guidance on the self monitoring of wastewater discharge units. In December 2020, the ecological environment supervision and management bureaus of each river basin organized a review of the implementation of the audit work in relevant provinces.
6、 Organizational support
(1) Local governments should establish long-term mechanisms to strengthen assistance and guidance for self monitoring of pollutant discharging units and ensure personnel and funding in accordance with the principle of "whoever issues the certificate, who supervises".
(2) Local governments should do a good job of on-site assistance and guidance in accordance with the law. Monitoring personnel should conduct on-site monitoring in accordance with monitoring specifications, and law enforcement personnel should strictly follow the requirements to make corresponding records.
(3) Strengthen information disclosure, and local ecological and environmental departments at all levels promptly disclose on-site assessment, sampling, and comparative monitoring work in their respective administrative areas, notify problematic enterprises, and accept social supervision.
